All said and done, the mod probably would have worked for me with a few tweaks back in 2013, albeit with a few ugly moments where the mod would freeze for an extended period. Some combination of launch options might be able to get it running but it’s a sad reminder that Valve doesn’t give a shit about the compatibility of older mods when they update HL2 and the like. I haven’t exactly given up on the idea of making it run.
